Improve spam submission detection

Issue: spam submissions from users to random services or product sites that can at times clutter pending.
Possible solution:
implement a “vetting” process for new (sub)domains.
Implement a moderation tab for new domains. Mods review. Mods will flag if it is safe or not. Safe sites go to pending as normal. Unsafe sites get banned.
Network Managers and above can undo accidental site bans if mistake is made.

Agree - but you'll need to staff more mods. If possible, remove all spam. Last thing we need is an Instagram feed on N4G.
