If you just give blogs/reviews the same visibility feedback as regular submissions (where the timer resets after leaving pending), this one should be one of the easiest to implement.
That is a very good point! I've never understood why the counter continues beyond pending. I had a blog in draft for days once, and when I finally submitted it it when straight down the pan because there was no exposure and commenting disabled after a day.
In the same vein that the highlights bar scrolls right to left for new news, add a vertical option that brings up highlights from other areas such as user reviews and blog posts.
The community is king after all, without them the site doesn't exist.
