I think a "3 strikes" option could be nice. Instead of outright blocking someone, click a "strike" button. It would give people a little wiggle room to show some different opinions/improvement before being outright silenced. If you click on the strike button thrice, they are then muted.
I think it could be expanded upon, if interested, to include options like size of strike limit (1 strike or 5 strikes before muting). Or to allow how long you'd like the mute to last - from a day to indefinite. Things like that might be a good way to keep discussion healthy.
People should have the ability to block other users. It would also be good if the admins could see a tally of who is being blocked because certain users will have high block numbers which is something that should be looked into.
From the perspective of how I'd like to see block operate. If they're the first comment, or top tier comment it should simply say blocked user and have the comment string hidden just like it does spam and you can have the option to unhide if you'd like. This same ethos should continue in sub comments.
